Project aims to design, develop and deploy a software tool-suite to support government, city councils and related organisations in the elicitation, design, application and validation of policymaking.

Recent advances in technology, from wireless sensor networks to big data processing and analysis, are radically changing our cities, by introducing new services for the citizens, and improving existing ones both in terms of efficiency and reduced costs. Urban policy making is a fundamental aspect of such transformation and can benefit from such emerging technologies with new supporting tools and optimized processes. Currently though, policy-making is not benefiting from these developments. This will be addressed in the POLDER project.

About Project

Urban policy making is a fundamental aspect of such transformation and can benefit from such emerging technologies with new supporting tools and optimized processes. Currently though, policy-making is not benefiting from these developments. This will be addressed in the POLDER project.

The ITEA POLDER project proposes a hybrid policy-making model, where policy is made data-driven, model-driven and society-driven. The ITEA POLDER project will create optimal combinations of these sources. This means that the resulting outcome is

  • Cost-effective: collecting data for all types of decisions is usually very costly, even in a smart city, even in a context where sensors are cheap and connections are abundant. Actual data can be a very strong basis for evidence-based policy, but the associated costs are not always feasible or even acceptable.
  • Explainable: the outcome of an algorithm will not automatically be understood by decision-makers, especially when state-of-the-art deep learning is used. Incorporating known models or actual experience from policymakers will help them to understand.
  • Acceptable: when citizens’ opinions are included in the policy making, it is much easier to show how citizens have actually influenced the policy and how and where this has taken place. Stakeholders will recognize the points they raised, making the outcome acceptable.

Smart City systems proposes for a wide range of city services such as transportation, traffic, air pollution, waste management, safety, energy, etc. Integrating these domains into a complete and consistent solution requires basic services provided by the underlying software infrastructure. A novel, comprehensive software platform could provide such services, including facilities for application development, integration, deployment, and management to ease the construction of sophisticated Smart City applications.

A smart city is an urban area that uses different types of electronic data collection/sensors to supply information used to manage assets and resources efficiently. (Matt Hamblen, Just what is a smart city?, computerworld.com, Oct 1, 2015)

Smart cities are seen as the future’s networked activity hubs, playing a key role in the societal and economic development. The future city is a place/hub/platform, to which people, companies etc. link their activities and find themselves all they need, be it employers/employees, services, social interaction etc. With the help of digitalization it is possible to create tools for this development, making future cities functional and people centric environments.

The EU has recently started building an urban agenda for EU that sets digital transition as one of the key priorities to be implemented in EU urban authorities, requiring integrated action at the EU level by multi-level cooperation to enforce. The POLDER project will take into account work in EU urban agenda and will communicate with parties in key role in EU urban agenda such city of Oulu.

The POLDER project addresses key challenges in smart cities by introducing intelligent ways to combine data from various sources, in a way that can be trusted, accepted and afforded.

Social challenges

  • Real inputs from citizens: the primary beneficiaries of POLDER should be the citizens; their daily lives should improve as a result of good urban policies. Therefore it is essential that their inputs, expectations and opinions are reflected in those policies; not having to wait for the next elections to give their inputs.
  • Acceptance and trust: decision-making and policy-making are complex processes. In a smart city, data and algorithms will play an increasing role in this. How can a citizen know that the outcome can be trusted? It should be avoided that city government becomes a ‘black box’ where advanced algorithms decide how the city should be run.
  • Solutions that work: an intervention by the city government should be effective, and the effects should be visible to the citizens. This means that the interventions should be evidence-based and should be verifiable.

Economic challenges

  • Optimal balance of cost and quality: the best outputs can be achieved when every relevant aspect of the smart city has been fully measured and evaluated. Apart from possible privacy and ‘big brother’ considerations, this is not economically feasible. Sensors are not free and care should be taken to measure ‘just enough’ and nothing more. What is the optimal combination of ‘measure everything’ and ‘use an existing model to approximate the situation’?
  • Creating a sustainable ecosystem: starting a project to get some data and create some insights is one, continuing to do so and expand the project’s insights to other domains, other districts and other cities is two. How can an urban data hub sustain itself so that companies see value in it and continue to invest in adding new data, new sensors, new models because it helps their business too?

Technological challenges

  • Getting the right data: there can be many issues with the data that is used as input for decision-making: bias, noise, inaccuracy, unavailability, unknown semantics, provenance, … The challenge is to know how reliable the input data is and how adequate it is for reliable decision-making.
  • Including other sources: many aspects of a smart city are just not available as data. However, they need to be taken into account. Expert knowledge, experience, historic results, existing models should all play an important role, together with ‘solid data’. Additionally, inputs from citizens also need to be taken into account.
  • Presentation of information extracted from available data to the stakeholders in an efficient and easy to use form is crucial.

Accuro will endow best practices in the acquisition, data preprocessing and data input/output formatting & will analyze environmental datasets available in the smart city platform of 4 cities based on Fi-Ware technology. The main contribution of Accuro will be the definition and mapping of data, its enrichment plus research and developement of descriptive and predictive models, using environmental impact aware complex event processing (CEP) techniques to detect environmental related events. Accuro will contribute to the dissemination task presenting the project results within the scientific and industrial community & will elaborate an exploitation plan for the data models elaborated within the Spanish consortium.

As previous work – BEIA develops an agriculture monitoring platform for monitoring ecological parameters and environmental telemetry:  We use different types of RTUs and Sensors that monitor and transmit important information such as temperature, precipitation, wind speed, soil condition and leaf wetness from selected locations. The RTUs will transmit sensor data to our cloud platform where we can conveniently process the site-specific weather and soil data in near real-time, display it in our web-based visualization application and get detailed recommendations when and where to spray and how much to irrigate – resulting in optimized yield, quality and income.  In previous approaches RTUs were implemented in most cases on a local server and no company could aggregate enough sensor data to consider automating the treatment process.

BEIA Consult has experience with telemetry systems for Irrigation Management (including sensors for measuring soil moisture, monitor water uptake and calculate evapotranspiration), Accurate Water Data (watersensors for hydrographical purposes, from precipitation to water level monitoring of lakes, rivers, wells) and Efficient Water Management (leak and burst detection, pressure, flow, level and well monitoring).

BEIA has skills in sensor networks for real-time monitoring (including seismic activity, radioactivity, tsunamis, marine/maritime activities, floods) and manages an ongoing project Joint Applied Research Projects “SaRaT-IWSN” to design and to validate at experimental model level a new generation of Scalable Radio Transceiver for Instrumental Wireless Sensor Networks (IWSN) for neutrino detection and alerting.

Also BEIA has experience with software for Energy Remote Management System and manages an ongoing project “TELE-GREEN / Telemonitoring System equipment, installations and facilities for the production of clean energy” co-financed by the European Regional Development Funding.

BEIA Consult has completed an Eurostars project “CLOUD CONSULTING / Cloud-based Automation of ERP and CRM software for Small Businesses”, approved in 2011 where the goal is to create new technologies which automate the configuration of Enterprise Resource Planning (ERP) and Customer Relationship Management (CRM) software for the benefit of small and medium-sized businesses (SMBs). ERP systems are a key instrument to manage, report and control an SMB’s business. Cloud Consulting will use knowledge engineering, machine learning and data mining technologies to automatically generate a basic configuration of an ERP package based on an interactive questionnaire filled out by the Chief Executive Officer (CEO) of a small business, using an ERP system that is available as a Software as a Service (SaaS).

Also BEIA has completed the following Eureka projects in the field of Cloud and IoT: FAIR (Friendly Application for Interactive Receiver), NMSDMON (Network Management System Development and Monitoring).

Big data management (Exalead/Cloudview partner): data collection & aggregation, data fusion (semantic integration of unstructured and/or structured content from diverse data silos), data mining module, multimedia content analysis module, sentiment analysis module, SDK for cloud search based applications.

BEIA is deploying wireless infrastructure solutions with integrated ePaper and iBeacon for digital signage and location based services.

FORTEARGE (Former MOSBIT) is an SME founded in 2008, working on ICT solutions and services based R&D activities. We particularly work on developing cloud based software solutions for data intensive domains.

Since its establishment FORTEARGE has successfully completed a wide range of R&D projects for different industries and business sectors by delivering services and solutions for national and international market. In this regard ForteArge gained comprehensive know-how and deep experience about Data Mining, Optimization and Analytics, Complex Event Processing, Situational Awareness in Automated Systems, Spatiotemporal Analytics and Information Management, Information Visualization, Project Management, Software Engineering and Enterprise Application Development subjects.

FORTEARGE has experience in environmental management, smart cities and smart buildings (through its activities in FUSE-IT project), energy management, logistics and fleet management.
ForteArge have the ability of making analysis by using not only convetional prediction and classification algorithms but also deep learning based approaches. Additionally, text based analytics (if required) is applicable. Based on our analytics abilities coming from our former R&D projects, new situations can be defined and cost/demand based predictions and foresights could be developed.

ForteArge has the framework to locate Building Information Modeling(BIM) for building data storage. This framework will be enhanced to include the other scales. ForteArge will contribute to decisions on spatial planning and routine services of the city in terms of traffic, waste (environment) and energy demand (especially renewable energy). Coastal cities with a tendency to rapid settlement and periodic population growth, techno-cities, campuses are the target areas of our project. We are planning to work on Hacettepe University Techno park and/or İzmir municipality. We cannot always obtain the actual data, but we can simulate it. Our project will calculate and simulate how much a new or a present construction in a region brings to this region traffic load, electrical energy demand, renewable energy demand and waste. Building Information Modeling (BIM) is a process involving the creation and management of numerical representations of the physical and functional characteristics of “spaces”. BIMs are files that can be exchanged and collaborated on to express the decision mechanism in the creation of a place. Today’s BIM software is used by individuals and various business circles, planning, designing and establishing various physical infrastructures such as water networks, electricity networks, gas networks, waste management, communication infrastructure, streets, bridges, harbors, houses, flats, schools and shops, offices, factories, warehouses and prisons within the framework of government building plans. Traditional building designs were based largely on 2D technical drawings. BIM extends this working system beyond 3D by adding 3D design “time” and “cost” dimensions. For this reason, BIM covers much more than geometry. Spatial relationships, lighting analysis, geographical information, features and qualities of construction materials are also included. A model of occupant presence (OPM), based on an inhomogeneous Markov chain, produces a time series of the number of occupants within a predefined zone of a building. Given a weekly profile of the probability of presence, simplified parameters relating to the periods of long absence and the mobility of the person to be simulated, it has proven itself capable of reproducing that person’s patterns of occupancy (times of first arrival, of last departure and periods of intermediate absence and presence) to a good degree of accuracy. Its output is used as an input for models for the simulation of the behavior of occupants regarding the use of appliances in general, the use of lighting devices, the opening of windows and the production of waste. The expected outcomes will potentially have high impacts on the development of building energy modeling and load forecasting for intelligent building operations. Simulating the traffic load via BIM, we can be better manage incidents, increase performance, improve the commuter experience, reduce pollution and maximize the utilization of transportation assets. As the KPI’s, we can present some literature based information for the cities on the basis of expected values for the waste, traffic load. However, our major aim is to reflect daily routine of the cities and highlight changes occurred on these parameters. To make simulation for the nonexistent buildings or no-collectable data of existing buildings means to estimate these parameters. KPI’s should be embedded to the decision makers. We can support to decision makers for the present and the future by presenting realistic city behavior in terms of waste, traffic, energy demand and building structures. Some rules can be defined by domain experts to catch the situation that mean alerts or problems. We can trigger them and same manner can be useful for the KPIs.

Mantis has already a strong background in smart city projects such as C3PO, Water-M and DiCoMa. POLDER is going to help Mantis improve and innovate by extending the product range and solutions for smart cities. The tools, services and products introduced and developed by Mantis in the other projects will become mature and more robust in POLDER. Mantis is also looking for intensive collaboration with international stakeholders for gathering know how and for technology transfer, even collaborations in cities.
